Denver hosted IACP
On October 3-7, Denver, Colorado hosted the 116th Annual International Association of Chiefs of Police (IACP) Conference and Exposition. During the IACP, the CPLE hosted a Police Executive Leadership Form: Leadership in Equity Through Excellence in Research on October 6, 2009. The forum covered research issues such as immigration, racial profiling/use of force, disparate arrests, and retention of female officers. Denver is one of the 11 cities partnered with the CPLE and home of co-founder and executive director of research, Tracie Keesee.
D.C. Congressional Briefing
On September 23, the CPLE briefed congressional staff in Washington D.C. on the subject of biased policing. Dr. Goff, co-founder and executive director of research for the CPLE, Dr. Keesee, co-founder and executive director of operations for the CPLE, Chief Burbank of the Salt Lake City Police, Fernando Garcia, founding director of the Border Network for Human Rights, Karen K. Narasaki, President and Executive director of Asian American Justice Center, and NAACP President and CEO, Ben Jealous, worked with the Rights Working Group in their “Racial Profiling: Time to Face the Truth”.
Drs. Goff and Keesee and Chief Burbank presented research findings on racial profiling and use of force. After the presentations, the CPLE affiliates stayed to answer questions. The CPLE looks forward to continued political attention to these important issues.
Successful Research Summit
On August 26-27, 2009, excited CPLE researchers attended the CPLE Summit on Research Leadership in Equity hosted by UCLA and sponsored by the Russell Sage Foundation and UCLA’s Critical Race Studies Program. The Summit consisted of CPLE research updates, researcher trainings, and a grant-writing workshop. The CPLE Summit provided an opportunity for researchers to engage critical issues in law enforcement and begin charting a national agenda for research on police equity. The CPLE staff would like to thank everyone who contributed to the successful CPLE Summit.
Major Cities Chiefs Letter of Endorsement:
Major Cities Chiefs Letter of Edorsement The CPLE recenty received a letter of endorsement from the Major Cities Chiefs (MCC) Association, an association comprised of Chiefs from the 64 largest police departments in the United States and Canada. We are thrilled that it was signed by Chief Bratton of the Los Angeles County Police Department, the current President of the Major City Chiefs Assocation, and sent to Eric Holder, the United States Attorney General, asking the Department of Justice to support the CPLE. The support of the MCC is instrumental in allowing the CPLE to continue producing world-class independent research on equity in policing. A full copy of the letter is available here.
CPLE News Update
The CPLE is happy to report that the New York Summit for Police Leadership in Equity in February was a categorical success. We are now working with 9 Police Departments across North America, all of whom are dedicated to improving racial and gender equity in policing.
This week, Dr. Goff is presenting the work of the CPLE at the Major Cities Chiefs/National Executive Institute Associates meeting in Sun Valley, Idaho. There, he will be briefing law enforcement executives on the progress of the CPLE and how they might use the Consortium as a resource to further their equity goals.
Dr. Goff and Chief Keesee have recently been invited by Civil Rights Division of the Department of Justice to present at the 45th anniversary of the passage of the 1964 Civil Rights Act. CPLE partners will present research in relation to Title VI-specifically research on the contemporary science of racial bias, racial profiling based on race and ethnicity, and racial profiling based on national origin. The CPLE is excited by this opportunity to engage the Department of Justice on these important issues.

As executive directors of the CPLE, we would like to welcome you to this exciting new initiative. Founded in July of 2008, the CPLE is a joint initiative between scholars (like Executive Director of Research, Phillip Atiba Goff) and law enforcement executives (like Executive Director of Operations, Tracie L. Keesee) and is the first research consortium dedicated to issues of racial and gender equity in policing. Since we launched last year, we have been busy getting the word out and expanding the research we began in Denver to the departments committed to leadership in these issues.
We have now begun partnerships with three new agencies (Los Angeles County Sheriff’s Department, Toronto Police Service, and Houston Police Department) and are looking forward to the first ever Summit for Police Leadership in Equity, to be hosted by the Russell Sage Foundation on February 26, where 15 of the largest municipal law enforcement agencies in North America will join us in our efforts to achieve leadership in equity through excellence in research. This site is intended as a tool for both law enforcement agencies who would like to know about the cutting edge research that can help your departments and researchers who would like to know more about our methodologies or how to get involved.
